Texas Medicaid waiver services that support eligible residents with intellectual disability or a qualifying related condition to live in the community.

Texas Home and Community-based Services (HCS) is a Medicaid waiver program for eligible Texans with an intellectual disability or qualifying related condition who want to live in a community setting.

Texas HHS states that applicants must meet the program's intellectual-functioning or approved-related-condition criteria, have adaptive-behaviour deficits, be eligible for Medicaid, not live in an institutional setting, and not be enrolled in another Medicaid waiver program. An autism diagnosis does not by itself establish HCS eligibility.

The program can provide residential, respite, day, employment, behavioural, nursing, therapy, and other supports described by Texas HHS. A local intellectual and developmental disability authority (LIDDA) manages the HCS interest-list request and later eligibility steps when capacity becomes available.

Eligibility

Texas residency, Medicaid eligibility, the HCS intellectual-disability or approved-related-condition criteria, adaptive-behaviour deficits, community living, and no concurrent enrollment in another Medicaid waiver program are required.

How to apply

Contact the LIDDA serving the applicant's Texas county and ask to add the applicant to the HCS interest list. The LIDDA and Texas HHS complete eligibility and enrollment steps when a program slot becomes available.
