The Philadelphia Infant Toddler Early Intervention Program is a state-funded entitlement program serving infants and toddlers ages birth to 3 years with developmental delays or at-risk factors. The program provides developmental assessments, multidisciplinary evaluations, and service coordination at no cost to families. Children ages 3–5 with developmental delays are referred to the Preschool Early Intervention Program (Elwyn ELS).
