How UAE Employment Support Works for People of Determination

<p>For a young person of determination moving toward adulthood, finding meaningful work is a major milestone. The UAE has built a strong framework of rights and government-backed programs to support employment — though, as with several UAE supports, the picture is a little different for Emirati nationals than for residents. This guide lays out the rights, the main programs, and where to begin.</p><h2>The rights (the legal framework)</h2><p>Several laws protect the right of people of determination to work:</p><ul><li><p><strong>Federal Law No. 29 of 2006</strong> on the rights of people with special needs. Its Article 16 states that a UAE national with special needs has the right to work and to hold public office, and that special needs shall not be a barrier to nomination and selection for a job — with the person's needs taken into account when assessing competency.</p></li><li><p><strong>Cabinet Resolution No. 43 of 2018</strong>, which supports the rights of people of determination in employment by enabling access to opportunities in the labour market.</p></li><li><p><strong>Dubai Government Law No. 2 of 2014</strong>, protecting the rights of people of determination in the Emirate of Dubai.</p></li><li><p><strong>Federal Decree-Law No. 34 of 2023</strong>, the UAE's anti-discrimination framework, which prohibits discrimination on grounds including disability.</p></li></ul><p>The UAE has also ratified the <strong>UN Convention on the Rights of Persons with Disabilities.</strong> Together, these encourage the private sector to integrate people of determination, with exemptions and privileges for employers who do.</p><h2>An important clarification: quotas vs. this framework</h2><p>You may read about UAE "hiring quotas" of 5–10%. Those are <strong>Emiratisation</strong> targets — requirements for private companies to hire a percentage of Emirati <em>nationals</em> — and they are a separate policy. <strong>They are not a people-of-determination quota.</strong> The UAE's disability-employment approach is built on the <em>rights</em> above plus <em>government placement and training programs</em> below, rather than a fixed disability hiring percentage.</p><h2>A note on nationals vs. residents</h2><p>As with much of the UAE's disability support, the strongest guarantees — the right to public-sector employment, and most government training and placement programs — are geared toward <strong>Emirati nationals</strong> of determination. Residents (expatriates) of determination are protected by the anti-discrimination law and benefit from the country's growing culture of inclusive private employers, but have fewer dedicated government employment programs. If you're a resident family, focus your search on inclusive private-sector employers and the anti-discrimination protections.</p><h2>Government programs that help</h2><p>Several bodies provide training, rehabilitation, and job placement:</p><ul><li><p><strong>Zayed Authority for People of Determination</strong> (Abu Dhabi, formerly the Zayed Higher Organization) runs vocational and employment programs. Its <strong>Accredited Vocational Program</strong> grants a nationally recognised Level 2 Certificate in General Employability Skills, and its "Employment Program and Career Opportunities Framework for People of Determination" places trainees — including those with autism — into real workplaces with partner employers across sectors like hospitality, design, cooking, and more.</p></li><li><p><strong>Community Development Authority (CDA), Dubai</strong> operates the <strong>El Kayt Program</strong>, which facilitates job opportunities for people of determination in Dubai.</p></li><li><p><strong>The Ministry of Interior's Centers for Rehabilitation and Employment</strong> empower people with special needs through training, rehabilitation, and help finding jobs.</p></li><li><p><strong>The Ministry of Community Empowerment</strong> (federal, formerly the Ministry of Community Development) supports employment and social integration for people of determination.</p></li></ul><h2>Where to start (by emirate)</h2><ol><li><p><strong>Get the People of Determination card first</strong> if you don't have it — it's the gateway to services and confirms status.
