Parking Permits for People of Determination in the UAE: A Guide for Families of Autistic Children

Who this guide is for

An autistic child with a People of Determination card can usually get free parking in the UAE, even without any physical disability. The catch is that each emirate runs its own permit, and the rules depend on where your visa is issued.

This guide is for parents and carers of autistic children who have no mobility needs. It covers the card you need first, how to apply in Dubai, Abu Dhabi and Sharjah, the rules for using the permit, and the problems families are running into right now.

With a permit, you can typically park free in regular public paid parking and in the reserved People of Determination bays. The permit only applies when your child is in the car.

Step 1: Get the People of Determination card

Every parking permit starts with the People of Determination card, so get this first. The card is free, and the Ministry of Family (Al Usra) now issues it to Emirati citizens and legal UAE residents. It lists service delivery as 7 working days.

For autism, the Ministry asks for a psychological report from an accredited official authority, such as a government hospital, plus a passport-size photo with a white background. Autism, ADHD and learning difficulties all fall under the psychological-report route.

How to apply:

  1. Get a psychological report confirming autism from an accredited official authority, such as a government hospital. Start with a government paediatrician, who can refer your child for the assessment.

  2. Apply online on the Ministry of Family website, signing in with UAE Pass.

  3. Upload the report and a passport-size photo with a white background, then submit.

  4. The card is issued within 7 working days.

Emirate differences:

Check the category on the card. It should say Autism. This matters for parking in some emirates, as the Sharjah section explains.

Dubai: the Parkin permit

In Dubai, a family with a People of Determination card and a Dubai link can get a free 3-year permanent permit for up to five cars. Applications now go through Parkin, Dubai's public parking operator, not the RTA directly (Gulf News, Feb 2026).

For an autistic child with a card, the permanent permit is the one to apply for.

Who qualifies: a person of determination with proof that the family lives, works or studies in Dubai, or holds a Dubai residence visa.

Documents:

How to apply:

  1. Go to parkin.ae (or the Parkin app), open Individual Services and find the People of Determination permit.

  2. Sign in with UAE Pass so your personal and vehicle details fill in automatically.

  3. Upload the documents and enter the vehicle details.

  4. Submit. Approval comes by SMS or email within three working days, with a digital permit linked to your car.

There is no physical card to display. The permit is tied to your number plate.

Abu Dhabi: Mawaqif, the ZHO permit and Darb

Abu Dhabi explicitly names autism spectrum disorder as an eligible category for its People of Determination parking permit (Gulf News, June 2025). It is the clearest emirate for autistic children. Abu Dhabi has three separate benefits.

Benefit

What it gives you

How to get it

Mawaqif parking exemption

Free parking in Mawaqif public bays

Automatic: linked to the card holder's vehicle, no application

ZHO parking permit

Use of the reserved People of Determination bays

Apply on TAMM with UAE Pass

Darb toll exemption

No Darb road toll fees

Request in the Darb app

The Mawaqif and Darb rules come from Q Mobility, which runs both systems. For Abu Dhabi number plates, the card is linked to the car. For cars registered in other emirates, keep the physical card visible at all times.

ZHO permit rules worth knowing:

How to apply for the ZHO permit:

  1. Log in to TAMM with UAE Pass.

  2. Open Issue Parking Permit for People of Determination.

  3. Fill in the form and upload the documents, including proof of kinship if a parent is applying.

  4. Wait for SMS approval, pay the delivery charge, and receive the printed permit.

Sharjah: the Municipality permit

Sharjah City Municipality gives People of Determination card holders free public parking across Sharjah city. You register the card online, and it is then linked to your number plate, so you don't need to leave it on the windscreen (Khaleej Times).

Documents:

How to apply:

  1. Go to the Sharjah City Municipality website (shjmun.gov.ae).

  2. Open Smart Services, then Public Parking Department services.

  3. Choose the People with Disabilities parking permit.

  4. Fill in the form, upload the documents and submit.

The Municipality's published information does not list which disability categories qualify. Before applying, confirm with the Public Parking Department (06 514 5244) that an Autism category card is accepted, and ask for the answer in writing.

A reserved bay at your building is a separate service from the Sharjah Roads and Transport Authority (SRTA). It needs a passport and residence visa, Emirates ID, a Ministry of Health medical report valid for three months, the disabled person's ID, a police permit and a valid lease contract.

Using the permit

The permit belongs to your child, not the car, so use it only when your child is travelling with you. Parking in a People of Determination bay without a valid permit is a federal traffic offence carrying a Dh1,000 fine and six black points (Gulf News).

Common problems and practical tips

Most delays come from three things: the government assessment, the visa emirate, and hard-to-reach helplines. These tips come from parents in a UAE special-needs support group in August and September 2026.

The card also brings a 50% discount on Emirates ID fees at visa renewal, according to parents. Visa fees themselves are paid in full.

FAQ

My child has autism but walks fine. Do we still qualify? Yes, in Dubai and Abu Dhabi. Eligibility depends on the card category, not on mobility, and Abu Dhabi names autism explicitly. Sharjah offers free parking to card holders but has not published which categories qualify, so confirm with the Municipality first.

Do I need to be the driver? No. The permit is for the child. In Abu Dhabi, a parent or other first- or second-degree relative can hold it. The child must be in the car.

Can I use a private diagnosis? Parents report that the card needs a government assessment, and private reports are not accepted. The Dubai Parkin permit alone accepts a recent medical report, but the card is the simpler route.

My child has ADHD, not autism. Does this guide apply? Not fully. Abu Dhabi excludes ADHD, hyperactivity, communication disorders and learning difficulties from its parking permit.

We live in Sharjah but my visa is from Dubai. Which do I apply for? Apply in Dubai through Parkin. Eligibility is based on your Dubai link, not where the car is registered.

What about Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain? These emirates have issued permits through the Ministry of Interior. Check the MOI app or your local traffic department for the current process.

Does the card renew itself? Parents say it now renews automatically with the visa and is delivered to your home. Check the category is still correct each time.
